Only the SEC and the courts can decide if something is a security or not.

In my personal opinion, I don't think $DAG would be a security though. $DAG looks like a utility/access token to me.

Meaning, if you want to use the network, and especially if you want to increase your transaction bandwidth, you need $DAG.

But under the Howey test, I don't think $DAG could be construed as a security, even under really broad interpretations.
